Motherboard issues ASRock N68C-S UCC

Hi i just bought this motherboard for my father to use. I had an old Athlon 64 3800 and some DDR2-5400 1gb, and 400w power, so i got this motherboard because it supports them, and has onboard graphics, and in time i wanted to pass down my phenom x3 and myddr3 memory when i upgrade.

First issue was his power supply only had a 20pin atx connector and the motherboard had 24pin, but the manual said that 20pin was fine.
So i continued and put everything else in.
I hit the power button and the cpu fan started spinning, hdd made some noises, dvd drives made some noises, but nothing on the screen. Completely blank, no warning no sound nothing.

I checked all the connections everything is good, tried clearing cmos, tried swapping ram, tried my ddr3 ram, tried it out of the case, tried reasoning with it. No luck.

I'm not new at putting computer bits together but its the first time this has happened to me. I checked ASRock website for help but theres nothing there. My google results came back with a few people with similar results but no solutions.

Is there something i'm missing? or is the board no good?

yeah it has the connection but I'm not entirely convinced it has enough volts, so I'm gonna try the psu from my computer as a last resort. its quite annoying having hardware issues with no obvious solution :/
 
It sounds like the motherboard is defective. If the manual states that it will work with 20-pin then either the motherboard is dead, or the manual is stating false information.

Im assuming the power supply worked in another system ?
