It can do. Clock for clock the 975 chipset is supposedly slightly faster then the 965 chipset. Same for the 680i being slightly higher then the 650i and 650i. The difference is probably less then 1% though.

The Via chipsets are quite slow in comparison though and can be about 10% slower.
 
It also depends on what type of CPU you use. With the Athlon 64 having it's memory controller built into the chip, there's very little difference in performance difference between chipsets, but I gather the P4/Core 2 and older Athlon chipsets can make a significant difference, whether you're overclocking or not.
