Ryzen APU, 1 stick o ram, psu, some form of storage. fit it all with box cooler on top of a non conductive box and short the power pins with a screwdriver and you're online
I would use a 1st generation CPU to be sure, with a graphics card, an X370 motherboard may not have the updated bios on it to run an APU (2200G or 2400G) but if you just want to make sure the board is working, then you don't need the storage drive, CPU, use the stock cooler, GPU, 1 stick of ram in slot 2 and PSU, connect the graphics card via HDMI to any monitor or TV, build it on the motherboard box, and like passifid said, something metal like a flat head screwdriver to short the front panel power switch pins, if you can access the bios then you know the board is fine.
