motherboard turns on when psu switch is on (not with normal pc case switch!)

hi guys

i have just got a 2nd user Asrock K7VT4A PRO motherboard (http://www.asrock.com/mb/overview.asp?Model=K7VT4A PRO)

im fitting it in my case and when i turn the psu switch on from the back, the cpu fan and gfx fan starts to spin, this is even without me pressing the switch at the front of the case!

now i did some testing

i stripped out everything and left just the mobo and the psu in the case (even took out the power switch cables, speaker cable, power led cable etc)

i connect the atx connector to the mobo and when i turn the switch on from the back of the pc on the psu the cpu fan starts to spin!!!

in a normal world nothing is suppsoed to happen when i turn the psu switch on from the back and it should turn on when i press the case switch

eeeek!!!!

not sure what to do now, the psu is working fine on its previous mobo (nf7-s v2)

what else could it be?

any help much appreciated!
