Motherboard's on button lights up but no boot

My friend bought a second hand motherboard, CPU and ram. MSI z97 Gaming 7, i7 4790 and 32gb Corsair RAM. He put it all together with new 750w PSU, new SSD, new case and my old GTX 760. The motherboard has 3 buttons a on, reset and OC button the on button lights up when the PSU is switched on but cant get the thing to boot, not even any sign of booting. The fans don't spin no more lights come on. I have taken out the GPU and also tried booting with only one stick of RAM and nothing. Can anyone help because I'm puzzled at why the on button on the motherboard lights up but even with minimum hardware it doesn't boot. Thanks in advace
 
Silly question but I assumed you have tried both the mobo on button and not just the on switch on the case.

reseat the cpu.

Since it has buttons for on/off I assume it has a cmos clear switch at the back? Press that

made sure both the 24pin and the 4/8 pin eps connected?

does it run with only cpu, GPU and 1 stick of ram connected.. no hard drive or any usb connections

Yes I have tried both the mobo on button and the case, I have not tried to reseat the cpu which I will try sometime tomorrow. I unplugged and put back in the 24pin and 8pin. I had no luck with just the PSU and 1 stick of ram also no luck when I added the GPU. I took out the onboard lithium battery for 5 minutes. I will look into how to clear the cmos on this board
