Very quick and specific question for you here....

All bulbs burn white.

Provided they work, are the correct colour and point in the right direction, I see no reason why they would
 
If they are truly white, and don't have a strong coloured tint then they should be fine. What do you mean by "painted-bulb headlights" though? The ones with the blue filter on them?
 
led sidelights are fine, mine look a lot whiter than halogens....

painted bulb headlights may pass but they give out less lights due to the paint... :/

Yes, they have a blue filter on them.

I had some white LED sidelights in mine. They definitely didn't look blue and they were flagged up as being the wrong colour.

I liked it when the guy said "replace them with white bulbs". When did standard halogen sidelights look white?
 
Depends on the garage I've found

Standard halogen is warmer than white, if it fails he could just bung some cheapo £5 bulbs in there to pass the MOT then he can just switch back to his inferior filtered bulbs. ;)

I took this approach. It passed with the filter bulbs in thankfully. So all is well :)
