Mouse issue after format

Just reformatted and got everything back to normal, but getting this really odd error with my mouse (Razer Mamba). It works perfectly fine, except at the top right corner of my screen, basically only in the area where the X is on fullscreened apps. When there it bugs out and jitters, as if my framerate suddenly dropped to 5.

Any ideas? I can't get anything on google.

First thing I did was update the drives and the firmware, and with the exception of this one small area of my screen it's working perfectly (DPI switching, profile switching etc)

It's not an issue with my mouse as i've tried multiple, and I used the CCC to scale my screen smaller and it still happens so it's not an issue with the pixels on my monitor itself. I'm really confused.

Edit. Bizarely, if I click and drag a desktop icon to that area, the same thing happens, but if I click and drag my flashget notification icon there or an application window, it doesn't.
