Mouse jumping to newly opened windows

I'm running Windows 10 and recently somethings happened so that on various events where a new window opens the mouse pointer jumps to the centre of the new window. I noticed it initially when clicking top open the start menu (normally when about to shutdown the PC) the start menu opens and the mouse pointer jumps to the middle of this menu. Is there any setting that I may have inadvertently changed to cause this or any other idea whats going on?
 
Maybe under mouse properties-->pointer options--> snap to? I might have misunderstood the issue though.

Does it happen with every new window?
 
Snap to doesn't affect it (think I'd already tried that).
Basically it appears that when any new app or window opens the mouse gets moved to the centre of the new window ... this behaviour suddenly started a few weeks ago and I can't work out why or how to stop in (annecdotally I seem to think this behaviour seemed to start while I was installing Elite from Steam!).
It sort of feels like it could be some sort of accessibility feature (i.e. move mouse and focus to an app when it is started) but there's no option that seems relevant to this.
 
Fixed the problem ... and it was linked to the Elite install! .... at the same time I plugged an old Logitech USB joystick that I jad lying around into the PC as I assumed that might help with the game (though I never got round to actually using it) I just noticed in Device Manager that it was seeing in the HID section - unplugged it and mouse behaviour seems to be back to normal!
