Mouse scrolls but pointer will not move.

I have an MSI B550 board but I have an annoying issue with the mouse.

Quite frequently, the mouse pointer will not move but the scroll wheel works.

I don't think it is a power issue and the RBG light never goes out.

Any ideas, it is driving me mad.

Tried a different mouse, or the same mouse on another machine to rule one or the other out?

It is definitely not the mouse, you can click and scroll but the pointer will not move, I have also tested the mouse on another machine, it works flawlessly.

Maybe a background app is locking the mouse?
