Mouse Sutter when opening display settings on RTX 4070

Hi Everyone. I'm having an issue with my system with a RTX 4070, every time I click on display settings by right clicking or using setting then display my mouse freezes for a split second or the window lags trying to open. The issue goes away if I boot into safe mode or uninstall the drivers. This happens on windows 10 and 11 fresh installs.
any ideas on how to fix this issue please?

If it's only for a split second then why do you feel the need to do a fresh windows install? I don't think I've gone into display settings for months maybe even a year.
I need to find out if my 4070 as a hardware fault or if it's just software related that's why I tried both window versions
 
Do you mean the mouse would not work or the same stuttering was still happening?
Can you try a different gfx card or try card in a different pc

Run latencymon and it'll give an indicator, whether it's mouse, windows or driver.

Edit, start PC, wait a few minutes until Windows has launched everything, then start latencymon, leave desktop idle again for a few minutes before moving mouse, selecting desktop etc.

Think I've sorted it guys, It turns out it was my CPU that was the issue, PBO was disabled in bios which was making my cpu go down to as low as 2ghz on times so I enabled PBO with +100 curve optimizer and seems to have fixed the issue
