Moving/copying whole OS

Hi guys, i have a family member that requires a new PC. He has purchased the computer already and has a SSD. The old PC has a HDD with office/outlook and other small business programs.
What would be the easiest way to do this? I'd rather not start from scratch as the last time I setup his email BT made me jump through hoops with exhange 365 etc.

I don't mind purchasing programs for this aslong as they work and wont require any fiddling about, the least amount of downtime the better.

Is the new SSD the same size or larger than the HDD? If so I have in the past made an image of the HDD and restored to an SSD. I have had varying results with this though.
 
The ssd is smaller, although it has a 3tb second drive.
He'll never full the ssd anyway it literally runs office/Outlook.
My only concern is whether the settings/activation licenses will carry over.
