Moving external telephone cable and master socket

For a number of reasons I need to move the BT master socket to another room and it makes sense to install a new mounting bracket and re-route the cable on the outer wall at the same time. Is any electrician allowed to do this? Or is it still Openreach only?

If you are getting the socket moved, then look into the new Master Socket 5C / Mk4 faceplate - not sure how long it has been out, but cropped up when I looked for another thread earlier.
