moving ISP and getting conflicting information

Hi Please help.
I am moving a client from Plusnet (broadband and telephone) to Sky (they have a TV package already with Sky and want to move back broadband and telephone).

Sky have said they can't move the telephone number as it has been "tagged" for cancellation. Instead they can issue a new number. They checked the address and all their databases and are absolutely convinced the line is tagged.

Plusnet swear blind that they have not ceased the line and there are no cancellation order on that number and address. They have even put this in writing and openly stated and confirmed this on a recorded telephone call.

What do I need to do to get SKY to keep the same phone number when it moves over to them?
 
Ahh ok. I see the signature. Well forgive me for politely declining, I can't part with confidential information. However if you have any ideas of any routes I can go down to recover the current phone number or find out a bit more about it being "tagged", I'd appreciate that.
