Moving OS from one ssd to another?

Hi guys,

I currently have windows 7 installed on my 120gb ssd but want to buy a 60gb ssd and move it to that. There might be a few other little programs installed on the ssd too, but no big files like games or videos etc.

Is it possible to move everything over without losing anything and then rename the new ssd to (C: ) rather than (F: ) seeing as that would be the fourth drive in my PC?

Yeah I have two WD's in the PC atm. The only reason for downsizing is so that I can utilise the 120gb ssd and have the OS on a dedicated 60gb one?
 
I have 8.1 but have only recieved it recently. So my thinking was to dual boot on the 120gb ssd and try it out incase I don't get on with it :)
 
Fair enough, so I currently have win 8.1 formatted on a USB, so I need to set the BIOS to boot from USB first and then install win 8.1 to the same ssd as win 7?
