moving vista to another pc

can i move my hard drive with vista oem on it to a new pc ?

The licence would be invalid, so you should buy a new copy.

On the technical aspects, it hugely depends on the hardware from the previous machine to the new one. Vista is much better at doing this than XP though.

its a business pc so i dont want to lose data and programs.

if i bought windows 7 do they all have the upgrade option ?

If you bought windows 7 retail, that would sort the issue. An upgrade with that might also sort the hardware change issue, but I would take an image of the drive before you transfer it and make sure you uninstall drivers beforehand.

no the new pc is my sons but i would like to keep my data on it aswell.

To be totally legit, you would need a full retail version.
