MS Edge, 'pre-launching' and 'tab preloading'

I use CCleaner and don't use either MS Edge or MSIE. When running CCleaner on Windows 10 I get the following message:

CCleaner is unable to clean 'Saved Form Information' because application 'pre-launching' and 'tab preloading' are enabled in Windows.

Recent Microsoft updates have introduced pre-loading (v10.0.1802) and pre-launching (v10.0.1809) which means that CCleaner is temporarily unable to clean all Edge files and folders.

We’re working on a fix right now but in the meantime, please follow these instructions to disable these features and ensure that CCleaner can fully clean Microsoft Edge Forms, Saved Cards, Set Aside Tabs and Session data.

Since I don't use ME Edge, I don't imagine this matters but I did vaguely wonder what is going on with 'tab preloading' and more particularly with 'pre-launching'; Is MS Edge launched automatically?
