MS Paint...

It is based around the GIMP's technology and uses the same native file format.

However, unlike the GIMP, Seashore only aims to serve the basic image editing needs of most computer users, not to provide a replacement for professional image editing products.
 
This bothered me for a long time - the answer is indeed Paintbursh for a lightweight pixel editor that's not all anti-aliased brushes and lens flares.

MS Paint is a fantastic program, and I'm not saying that ironically :p
 
Paint.Net on OS X?
Your incredulity on the matter is founded. Paint.NET requires, obviously, the .NET framework which is only found on Windows. I suppose you could try to get it working under Mono but that's much more work than is warranted.

PaintBrush would be my choice here, with Seashore as a slightly more powerful alternative.
