MSDN Windows XP - not letting me activate

I'm running a small development environment, and usually have no problem in getting my MSDN windows installs activated. However, today, need to rebuild a box in a hurry and it won't activate at all. I go through the phone process and after telling me they can't activate it, they tell me that my license is only valid for a single install.

I thought MSDN I could get 10 simultaneous installs? I usually have no more than 3-4 running as I rebuild them fairly regularly.

Does anyone know what's up with this? Are their activation servers broken? Have they suddenly changed the MSDN license?
 
Did it twice, same thing. I can't seem to find a human to speak to, and the MS rep is in the bahamas, or somewhere.
 
i tried for a couple of days to activate my ms office 2007 install (nhs scheme £17 quid :) ) and kept getting 'the activation service is offline for maintenance, please try again'

finally activated ok late last night
