msi 970 fan issue?

hi ive had my 970 for about a year or if not just under. I only noticed today after installing the msi gaming app that one fan spins and the other doesnt has anyone else got this issue, my bios wont update either it keeps crashing my pc or causing bsod's am i doing something wrong.

can someone please help me out before I have to rma it

Is this when they're at full GPU load with the chip getting hot?

Otherwise I thought this was a feature to cut down on fan noise, ie. not using them unless required.

I dont think ive ever seen them both on tbh, ive put the fan into 100% in the msi app and one only spins up to 100%

fingers crossed i think the bios worked now both fans are spinning when using the app. I could also tell because one fan had no dust on it at all and the other did
