Msi Afterburner fan speed not changing ?

Just got the new PC up and running , downloaded afterburner , set my fan curve up, selected the user defined setting (lit up in red) ... then wondered why my gpu was getting hot noticed the fan speed stayed at 40%... anyone got any ideas please ?

I've had this before with afterburner, I reinstalled my drivers (using DDU) and reinstalled afterburner, all good thereafter.

Just tried a different software , and it says it's spinning the fans up as neccesay but the heat is staying the same as before so I don't think it's doing anything to the fans .. has anyone got any ideas please?
