MSI Gaming Z Trio 3070 stuttering/texture issues.

Hey all I was here about a month ago with a Red Devil 6700xt rig which unfortunately never found the fix for. Again the same issues (stuttering/fps dips/frametime spikes) are present in all games I've tested so far minus two games (DOOM Eternal and Dying Light) what problem is new however is what looks to be GPU Artifacting/texture pop ins? The thing that gets me is, the stuttering/fps drops have been present on not one, two or three but six different prebuilds now and really I'm not sure if this is indeed a hardware problem or a me problem at this point. GPU core temp is about 65c in game, junction about 80c. CPU stays on 55c. Nothing seems to be bottlenecking either GPU load is about 70-89%, cpu stays well below 40-30% I'm honestly at a loss here, thanks for any information fellas.
 
I had a stutter issue when I had a 6800XT. From memory, my issue was caused by having Instant Replay on. If I turned it off, the stuttering stopped. I wanted it on however so did more testing and found that changing the Audio Channels setting from Auto to Stereo allowed me to leave Instant Replay on and not have stuttering.

Unfortunately that doesn't seem to be the issue on my 3070, I'm leaning on potential VRAM faults maybe but I honestly couldn't tell you.
