MSI GTX 1070 Gaming X side some LED's would light up

Hi all,
A couple of the LED's on the window side of my MSI GTX 1070 are a lot dimmer/dead(like they get light reflection from the LED's in the vicinity) where the ones on the mobo side are all up and running and also a lot brighter.
Am I missing something here, I tried all the setting in the MSI gaming app and nothing seems to help it. I also uninstalled the Nvidia GeForce Experience app because it had some LED setting and I wanted to make sure I don't have this problem because of some weird app crash and still nothing.
FYI: MSI logo LED works fine.
Thanks.

Is there a small switch on th card, near the top?

I believe it'll be called 'LN2.' If you flick that switch your LEDs should light up constantly. This'll also increase the voltage you can put to the card.

(Assuming it's the same as my MSI Lightning!)

Which LEDS? There's the white dragon logo and 'msi' text, and then there's red lines along the body of the card. I heard from TTL's review that the red LED is really dim.

From what I've seen with GPUs, the LED's brightness tends to be very hit and miss. For example I had two EVGA 980 TI ACX's and one of them was more than twice as bright as the other.

Tried running something heavy to see if they're linked to how hard the card is working?

Yup.....it doesn't look like they are connected to the load.

The dragon logo with the MSI text LED it's fine, done loads of tests and I can change colour and setting on that no problem.
Is the red lines along the side of the card that are really dim, but not all of them, just a couple and only on the window side of the card.

Nah....no switch on this one.
