MSI GTX 680 Question

Hi, ive had a MSI gtx 680 since the end of September and i've just noticed today after looking at my pc through a window on the case, that one of its fan's isnt spinning, only one is, im wondering is this a way of keeping the sound low untill its needed? or is it not functioning properly, ive had a look and theirs nothing blocking it as its free to rotate but doesn't, any information on the subject will be greatly appreciated?
 
I'm not sure if only 1 fan would work at idle, it sounds a bit off to me, you'd think both would run but at a lower RPM.

You can use MSI Afterburner to increase fan speed momentarily before putting it back to standard settings, if you test it at around 70% fanspeed I'd expect that both would surely be running.

Hope you can find a solution to this.
 
Both fans should be spinning, so put something intensive on and check that it spins up. If not, the connector could have worked loose and you just need to make sure it is in place properly.
