MSI P67A-GD65 B3 Fan Speed Control help

Hello,

I built a new system today, the above MSI P67A-GD65 with the i7-2600K.
To be honest I just swapped motherboard, cpu and ram on windows 7 x64 machine. It's all good expect the fans' speed control.
It doesn't seem to work. Stock heatsink with PWM fan on CPU connector is running at full speed at all times. Changing cpu or sysfan speeds in BIOS or Control Center in Windows doesn't seem to do anything.

..or am I missing something here?

What I discovered was that I have to set 50% to sysfan1 and sysfan2 in BIOS, but in Control Center it still shows 100% however the fans are running at 50% ~600rpm. I can open the list and select 100% to actually activate 100% speed. What's up with that?
 
I have the logitech mx revolution (wireless) and it works fine in bios, but it's useless imo. Everywhere you go or want to accept/enter you have to double-click and to exit, you have to right click. Quite annoying.
I use keyboard anyway.
 
I got round to fiddling with the bios. Found fan settings. Set my two system fans to 50%. Set my cpu target at 50C and cpu fan minimum to 50%. It boots up quiet and stays quiet unless I stress the cpu in which case my cpu fan speed increases as desired.

I checked in control centerII and it shows all three fans at 50%.

It's probably my OS :/ It's been too many changes.
