I just flashed the bios as it was really old and now it's stuck in a loop trying to start and then rebooting after about 5 seconds. I've tried clearing the cmos and changing hardware around but no luck. Is this an rma to fix?

Did you leave out cmos battery for a good 30minutes? Look to see if you can find the BIOS chip and see if its soldered or a pull out type,if pullout you can order one off fleabay and plug it in,if soldered it will need rma to msi

yeah both are soldered, I took the battery out as well and tried swapping hardware to trigger the backup bios being used but no luck.

Try holding front power button in and flick on the rear psu switch and off again as soon as fan spins,do that 3 or 4 times then power up,it might force the backup BIOS to kick in,I know it works on gigabyte not sure with msi, also try with only one ram stick installed in second ram slot from CPU socket
