Msi twin frozr gpu help !

I had an 680 frozr that would only spin one fan. It would spin briefly on boot and then stop, putting the fans to 100% in MSI afterburner made it spin. I deemed it faulty and returned it. So try what I did to verify if the fan actually works, either way it looks like rma time.
Just messaged ocuk now asking how to return it 
... I am going to take it out later to see if there's any oil leaking , the fan looks like it's trying to spin aswell ... How log do rmas take ? Hopefully get my money back and maybe look at a 280x or 290 ! Just my pc going to be out of action for a while
