i know im saying when some game run at 80 or above the card turns off the PC. Ive got a custom fan set and fan system controller to keep them all running high to keep it cool
 
For the PC to completely shut down when under load still reeks of a weak/faulty PSU to me.

Even more so after seeing your temps above, they're really nothing to be concerned with at all.

How long have you had the 7950?

Can you test the card in another system? Or perhaps borrow another PSU from a friend?

You could spend hours and hours testing different software, you need to start taking items of hardware out of the equation.

Nuzik that screenie suggests significantly less load/heat buildup on the gpu than the 81c+ core described earlier. Without replicating what would appear to be more demanding gaming conditions it hard to definitively rule out temp issue on the stress test info. But they do appear under control and looking less like a cause.
As an aside. Higher core temp means gpu power demands go up, more load on vrm's (leading to heat up and efficiency drop cycle on vrm's further increasing vrm temps) and warmer exhaust air over them too. My experience with high oc/voltage is that vrm temps can runaway at 110c+ with massive loads and inadequate cooling (I have a universal waterblock on the core only so have encountered vrm cooling difficulties). This has only ever led to lockups however and never, in my experience casuing the PC to shut down as when my core temps skyrocketed due to bad cooler contact.
Now that is an extreme case in comparison but while you're clock speed is lower (compared to my example), 1.25v is reasonably high -gpuz under reporting? does on mine-. and paired say with a bad TIM job/cooler mount or a dodgy vrm it could cause problems when pushed. While that's speculation it's worth bearing in mind should all other avenues get nowhere.

Anyhow as coupe69 mentions, trying in another system will give a definitive answer as to whether its gpu/psu related. In the meantime are you able to try different pcie cables/modular sockets and see where that takes you? Do the boost edition tf3's offer any voltage control? 960core clock should be doable on way less than the bios is setting. May help.

I'm currently running a TF3 at 1050/1400 with 1.08 volts.

Max out at 75ºC, but that is mounted vertically in a RV02 with ASIC of 92%.
 
I'll try and get a game going with hi temps at some point today. The card wont overclock either, not much of an issue as its had a slight one to begin with.
Maybe im just grumbling. Or maybe i am trying to justify a 7970 or a 7990 :)
