MTS to dvd

anyone suggest any software to burn mts files to dvd, preferably without running a conversion first

Unless it contains SD MPEG2 you'll have to convert it. If it does then some DVD authoring programs won't need to transcode it, VideoRedo and the older version of TMPGEnc Author for example.
