Multiple Display & Performance Issue After Trying to Connect to 4KTV

I'm totally not sure if this is a Windows issue or a AMD software issue, so I'll attempt to post this here.

I just tried connecting my PC (via my GPU HDMI) to my 4KTV. I had trouble making AMD & Windows recognise it as either HDR, or 4K60 (even though I did manage it briefly once before), so decided to plug back into my usual 1080p monitor.

I do use an OLD secondary monitor for productivity (connected via GPU DVI), but after the TV fiasco, I only receive a black screen on that second monitor. If i turn it off and on, it works for 5 seconds before turning to black, but STILL receiving a signal.

Now I've also realised this has caused some performance issues, as Citra always runs at 100% speed, but after this, its performance has dropped to 60-80%, with nothing but changing monitors briefly and exploring Windows & AMD display options.

I'm stumped to what is causing this, even my desktop icon overlay lags behind the mouse now, and I've tried a system reboot. The AMD software did say it's reset its display options, but this is killing me. Even if I unplug the second display, performance issue persists.

If this is in the wrong place, I apologise, please move it if possible. Super grateful for any help in fixing this! :)

Since you didn't mention your actual GPU, I searched for your previous posts and found this thread....https://forums.overclockers.co.uk/threads/new-am4-build-could-use-some-advice-3.18856195/

.... where you mention a 7970. If that's the card you're talking about here, then you can't connect to a 4K TV via HDMI. It requires HDMI2 which only came out with with RX400 series cards.

edit: as for the ongoing issue, maybe remove the drivers and then re-install. If there is an option for a "clean" install, choose that,

Sorry about that, forgot to mention.

Thanks for the advice, it did take a full clean reinstall of the drivers to fix the issue, even that failed once and I had to reinstall MVC++ again x'D

Still a super weird occurrence, the settings appear to be exactly the same when I installed it again as it was before, I'm surprised that could badly corrupt the software like that.

PS: That explains the TV issue! Won't be a problem for much longer as I plan to get a new card soon, thanks again :D
