Multiple Monitor Lag

Hi, I have a really weird issue, I have 2 monitors, the main is a 144hz 2560x1440 Acer, the second is mainly an old T260 by Samsung, 60hz 1920x1200.

If I have a game or something running on my main monitor, in window mode, or full screen, and my second monitor has nothing, a browser showing plain text, or anything static showing on it, all is fine, as soon as something animated starts on the second monitor I get crazy fps dips, and stuttering on my main monitor, any movement at all causes this, be it the mouse, a video, or anything else that moves.

Currently my main monitor is plugged into my graphics card, an MSI ATI 7970 Lightning, driver version Crimson Edition 16.4.1 Hotfix via a DP 1.2 cable, the second monitor is plugged into the motherboard, an ASUS P8Z68-V, utilising the iGPU on my i5 2500k via a DVI cable.

So far I have tried;
A different monitor, an old Acer 17" 4:3, 75hz 1280 x 1024 native.
Connecting both monitors into the main GPU.
Connecting the second monitor with VGA / DVI / HDMI.
Enabling GPU scaling.
Changing windows theme (Windows 7) to Windows 7 basic, and windows classic (this helped, making the dips less severe, but still suffer unplayable dips).
Turning HPET on / off (off typically).
Changing resolution on all monitors, matching the resolution between monitors ect.
Reducing main monitor to 60hz.
Backdated GPU drivers to previous version. (Try a specific driver?)

Probably tried a few other things i've forgotten too, but any ideas to what could be going on? I'm at a loss.

Next thing to do if no one has any ideas, is to format to try and rule out software issues.

TLDR: Main monitor lags when movement on second monitor, windows 7, extended desktop, ATI 7970 / i5 2500k.
