Multiple Problems

I am going to try and explain my issues as best as I can.

Operating System is Windows 7 (up to date but will explain later) Running on a 128g SSD boot with nothing added except primary programmes etc

Harware Logitec G500 mouse

Running Symantec AV etc spybot run every now and again and malware also run as well.

I always tend to do a fresh install once a year, get rid of some crap etc etc, not 100% sure when I did my last 1 but over the last few months I been having some major issues with IE and scroll button on the mouse.

The primary problem appears to be the mouse in IE, I not going to beat about the bush, I am a red blooded male and will sometimes frequent certain sites with Pron on (sorry but I want to be honest cause this is doing my head in hence the fresh install) So in essence my mouse scroll button wont work in IE, I installed FF and it appears to be ok but I think the problem goes deeper then it just being a IE problem. Now the fresh install was installed over the top not formatted could this be a issue ??

The scroll bar using the mouse wheel will not operate in IE but it will work in Explorer and Office etc plus FF as I found out.

I have done a fresh install of windows this morning and noticed the problem isn't fixed, now before todays fresh install all drivers had been updated (only thing I not done is tried mouse on another PC but that is something I can try once I done this post) and everything worked or appeared to work with no problems.

Not really sure what to try next I put my old mouse in and let it add device but this also wont scroll IE.

Since the fresh install though I have noticed my mouse wont work on start up, pointer works ok but not the left clicker, I then Ctr Alt Del and bring up task manager and I can click it then it works as normal. Now since the fresh install I am unable to move icons on my desktop, I always put my recycle bin on the bottom right but it auto moves back to its original place ? I am also having a problem with IE favourites for example I always have Google up top but its all alphabetical with folders defaulted to the top of the pile and nothing can be moved. has Windows added something to change something ???

Am I right in saying I might have a major Windows issue ? I am no expert and unserstand the risks of nasty stuff and try to run everything within my power to protect myself.
 
Am I missing something, formatted SSD now and reinstalled from scratch and still scroll bar wont work with mouse wheel. I still cant move icons on my desktop and my Favourites cant be moved at all now

HELP!!!
