Multiplier is different in windows and Bus Speed keeps on changing

I am learning how to overclock my CPU. I am a noob. I have set my multiplier at 50 and voltage is set at 1.350. The PC is stable.

When I run CPU-Z and AIDA64 extreme they show my multiplier as 48 and not 50 as in the BIOS? Why is that?

Also, CPU-Z shows my Bus Speed is fluctuating between 99.98 and 100 MHz. Is that normal?

My PC specs are

Windows 10 (latest version)

Memory - Crucial Ballistix MAX 32GB 4000Mhz

CPU - i9-11900KF

Heatsink - be quiet! dark rock pro 4

Graphics card - RTX 3080

Motherboard ASUS ROG STRIX Z590-E GAMING with latest BIOS

SSD - WD Black SN850 2TB M.2 PCIe 4.0

Power supply - Corsair HX 1000w

The bus speed fluctuating by that much is normal.
