Music encoding not 100%

I'm doing some flac - flac encoding (converting older revision of flac to a newer 1.4.3 level 8) And it's not using 100% of CPU.

Why is it so low? If there was a bottleneck somewhere, either CPU or wifi surely one would be at 100%

Storage is a NAS, so that is possibly bottleneck? Or I'm running wifi rather than wired ethernet

your software is probably not multithreaded very well so isn't using more than 1 core?

Foobar with flac.exe external file , win64 version of the flac encoder

Have you tried re-encoding from one SSD to another? That should rule out a whole bunch of potential bottlenecks.
