I'd like to be able to access my music library in both OSX and Vista and since I can't access the OSX partition when in Vista, is it possible to have music loaded on the Vista partition and accessible through itunes in OSX, without having to have them saved on both partitions?
 
OS X should be able to read NTFS partitions without a problem. To write to it you might look into MacFUSE. If you want to keep things on the OS X partition MacDrive is the best, albiet expensive, option.

Alternatively, you could carve out a partition for your music and format it fat32. This way you'd be able to natively access it from both systems.

Ok, so if I have Itunes on both OSX and Vista, and the music library stored on the Vista partition, I will be able to do everything in Vista as normal (regarding music) and from OSX, Itunes will be able to access the music from the Vista partition and play.
 
If you wanted to have access to all your music in both environments and not use up any native HDD space you could always stick your music on a NAS or Time Capsule.
