My brother's speeding fine/ court appearance

Hi

My brother was caught speeding on the 7th September and recieved a NIP telling him he would have to go to court. He sent this back dated the 15th sept. Today he has only just had his court summons through. Is there a time limit (i.e. 6 months) on how long after the NIP is sent/ returned it can be before the summons is issued?

Is it 6 months from when the offence takes place, the NIP is issued or when it is returned?
 
So it could well be too late?! The postmark on the envelope is the 13th March and the 'date printed' on the letter is the 7th. There is no 'date of issue' but surely it would be the posted date?

when you are pulled over, the police have a limitation period of 6 months from the date upon which they decide they have enough evidence to prosecute. overall, there is a limitation of 3 or 6 years from the date of incident.

she was caught at 109mph on a lightly trafficed M6 early one morning. 6 points and £350 fine
So they have 3 or six years in which to produce the court summons from the NIP being issued?

PS Steve I love your car :D Was very tempted to buy one myself a few months ago! Can I ask what servicing/ repair costs are like for a car that age?
