Completely flatten the batteries? Some rechargeables (Ni-Mh, I believe, but not Li-Ion) like to have a full discharge every now and then.

i would have thought it would be to discharge the flash before some one begins working on it as some dangerous charges can be stored within the flash circuit

Its to disgard the battery power. You will find that the charger that came with your camera will also have this option (yellow light I believe)
