My case fan is running at 5 volts not 12 ???

My case fan on my radiator has 1 5v wire and 1 12v wire and no grounds like this |___| !!!
5v 12v

It doesnt seem to be shifting much air at all?? I think it may be running at 5v not 12v how do i make it run faster

It probably running at 7v as 12-5=7v.

To get it to run at 12v move the wire that effectively plugs into the red cable (ie the red cable on the molex that the fan plugs into) in your diagram over to the black nearest the yellow cable.
