My cousins new PC idles at 65Degrees and when we ran 3DMark06 it completely turned off when it reached CPU test (It reaches 77degrees). Are these temps to high? his system temp is 28 degrees....

Ok thanks for the responses, one more thing, he's ordered the Arctic Freezer 7 will that be enough to keep this CPU cool (not overclocked) he has a Antec Nine Hudred Gaming case which has like 3-4 big fans?

the artic pro cools very well 
aslong as you fit porperly will easily kep it cool enough. it comes with thermal paste pre applied allthough some people liek to take it offf and ou there own on. i use the stuff allready on it. the cooler itself can be noisy at full speed but you shouldnt need to run it ful speed anways my e6700 is overclocked and i have my artic pro running at half speed and its yet to go over 45c.evern allowing for more heat from the Q6600 it should work a treat.
