Yes, most/all speedtest webpages don't use big files, maximum size of 5-6MB usually. This doesn't give the best test of speed, the files can be finished downloading before you connection is pulling at it's maximum speed.
To be honest 1.8Mb out of a 2Mb line is good for a speedtest, and I wouldn't be worried at that at all.
I've always found the best test is to find a good fast Linux mirror site and pull down a whole ISO image and see what sort of speed it averages over the entire 600MB+.
