my fan wants to turn but it wont

Just got a new PC from OCUK (yesterday), first power-up just now and the CPU fan wont turn. It jumps a bit every 2 seconds but wont spin up at all (there are no obstructions).

I left the system on long enough for it to beep and show the motherboard start up screen but I switched off there as I dont know how long is too long without a fan.

PSU is decent OCZ 700 watts, should be more than plenty. Ideas?
 
Update: Just checked the fan that came with the processor instead, it powered up fine. I might just switch them around for now but I got the big one so I could try an overclock.
 
First thing I would do is check that the fan is properly connected to the CPU_FAN header and then check that the fan is free to move and not hitting anything when it's trying to turn.

Next I'd get into BIOS and check the fan management setting and check it is set to PWM and that it is set to spin on bootup.

Your CPU will take some time to actually overheat just messing around in BIOS but if you are unsure then you could always pop the side panel off and get a desk fan blowing onto it just to be on the safe side.

It's possible that the system BIOS has reverted to defaults for some reason and that's why you have an issue. (Guess)

Thanks for telling me to do that, it took a minute for it to turn on. It just wasn't hot enough for it to bother I think. Just reset and as the processor was warm it started up straight away, spinning nice and slow for the moment at 600rpm, cpu at 40*C.

Gonna keep an eye on things for a while.
