1. You have high vcore, try to reduce it without hitting stability, 51 load for water is high, my 6300 is 53 max under load (normal room temp), and that's air cooling with a TT Sonic tower and a slow spinning 1300rev 120mm fan. Then again my vcore is only 1.31v under load, compared to your 1.4v something.
2. 6600 is fast, and 3.6Ghz isn't shabby at all, but if you have good contact, good chip and good mobo (your ram is obviously a killer), aim for 4Ghz since you are with water.
3. Anything below 60 load is "safe" in my dictionary (yes I'm accustomed to air cooling), for water users, look at sub-50 high 40s.

6. Have you tried raising PCI-E frequency first? If not try it before stepping into voltage adjustments, 100-120 Mhz should be fine, higher than that can cause SATA drives to malfunction.
