My graphical interface keeps on disappearing

Any ideas what's wrong with my OS. I'm using Windows 7 64bit.

Every time I open an image on Windows Photo Viewer, the graphical interface keeps on disappearing. They come by when I roll my mouse over it.

This is my pc specs

AMD Phenom II X6 1090T
ASUS M5A78L/USB3
AMD HD 5770
500GB WD Hard Drive
500W SeaSonic
12GB Corsair Memory

I would re-install the latest Graphics Drivers from AMDs website to make sure that it's not a driver issue.

Does it do it (the glitches in Picture Viewer) when Firefox is not open?

I have tried reinstalling my graphics card drivers, same thing happens. Yashiro, even if Firefox is closed the glitch is still there.
