Its on auto and after ive oc'd its gone to 1.68v. is this good or bad. or what should it be at

the ram is at 1500 mhz. on the dimms it says 1600 mhz

is it 1.168v or 1.68v? you say one in the post and one in title.

Never go about 1.4v if you're new to overclocking.

RAM speed is locked to CPU speed via a multiplier. Dont worry if it doesnt match what it says on the DIMMs. That is simply its max manufacturers rated speed.
