My I7 CPU CORE is at 1.168v at 3.1 is this good or bad?

is it 1.168v or 1.68v? you say one in the post and one in title.
Never go about 1.4v if you're new to overclocking.
RAM speed is locked to CPU speed via a multiplier. Dont worry if it doesnt match what it says on the DIMMs. That is simply its max manufacturers rated speed.

setting it manually would give much lower volts. for example i have 3.6 gig profile at 1.12 volts
