Do you like asking the same question over and over? It's been answered twice: just from the router. Each router has a different set of things it reports. To be honest, this one's probably guessing anyway.

Getting 0s is usually a sign that your modem's playing silly beggars, so when it comes to working out what you'd get, all bets are off.
What modem are you using?

I think it's already worked out what he'll get - looks to be on Max already. So 0dB is, then, most definitely incorrect.
 
Here's the report from my router, it's been probably 2 months since I was upgraded to 8Mbit but have noticed no speed changes.

Always ring the ISP. They will sort it with BT Wholesale.

On a completely unrelated note, although TalkTalk charge you for phone calls, it's BT who provide the line.
