You downgraded from Pro to Premium? The values you've stated are presumably the marketing lines, i.e. "up to..." not the actual syncs you have had in the past.

With your stats I think you might push 1.8-2.0 Mb/s with the Upload+ option on the Pro package at the expense of some downsync speed. On Premium I'm guessing that 18-20 Mb/s down and 1.3 Mb/s up are achievable with tweaks at 25 dB attn.

edit: What exactly is the router you are using (full model no.)?

Is the modem connected to the master socket with any extensions filtered?
You're not going to "tweak" another 8Mbps out of that connection but with an attenuation that low it's a bit odd that you don't get more.
 
you need to have a look at the wiring, I have a 34db attenuation and connect at just over 16mb.
 
connected to the master socket with the filter provided, there are 2 other phones round the house on extenstions both phones at the end are on filters, there are a couple of extra extensions without filters with NO phones on the end (the unused extension cables were put in by the previous owner so i'll probably disconnect them as they arent needed anymore)

do you think removing the unused extensions etc may squeeze some extra oompf out of my line or not to bother with removing them?
 
disconnected the ring/bell wire from the maser socket and you dont need to disconnected the other extensions. Got me an extra 2mb on my line, went adsl2 and got another 1.5mb, isp changed from enta reseller to murphx reseller and it stopped "hanging" and needing me to reboot the router, and gave me another 1mb :)

But yea, ring wire, google it, its welle asy to do.
