my pc keeps shutting down

My pc was working fine 1hour ago, I shut it dow so I could fit my water cooling parts, now it keeps shuting down when ever I boot it, the motherboard is a sabertooth 990fx all the red led lights come on , cpu led, mem led andboot device. The pc boots upto the sabertooth logo
 
Rad res pump, I was going to install the cpu block and changed my mind and reinstalled the standard heatsink, should I have added new thermal paste before re installing

Yes, ideally. Although it shouldn't prevent the PC from booting.

If you've changed your mind on the CPU block, what exactly are you water-cooling?
 
the reason I did not fit the cpu block was I wanted to test for leaks, I thought it maybe a bad idea fitting everything without testing.

I also wanted to find out what would be the best way to loop it, so I wanted to use the pc to find out,

I've double checked everything, Im not sure what the problem was but I think it had something to do with the cpu overheating for some reason, i left it off for 10 mins and its working fine.
 
Is it ok to have the loop like this
