My PC Name

At the moment my PC has "HP_Owner" as its default name
It is used for paths like this...

C > Documents and Settings > HP_Owner > etc etc

If i were to change the "HP_Owner" folders name in Documents and Settings, would this basically nacker my PC in anyway or will it just change it to...

C > Documents and Settings > *My name here* > etc etc

There is a difference between system/network name and login name.. yours are just the same. You need to rename your login in control panel -> users, if you want that different.

Do it from the User Accounts area in the Control Panel. You can change the logon names there, it should update the my docs folder as well.
