My PC won't boot up now

I have been having a lot of problem with my pc crashing and now its stopped loading altogether. When it gets to the wndows logo, its just a flashing dash in the top left corner of the screen. I thought it might be the old hdd so I bought a new IDE drive but still nothing works when I try to install winxp (or win7) on it.

Can anyone help? this is really annoying! :-(

my spec is athlon 3500+, 3gb ram, asus a8n-32deluxe mobo, 7900GTX, seagate 7200.10 250gb hdd, wd 1600AAJB hdd.
 
check everything is being detected in the BIOS correctly, ive had this before but it can be a large number of things, and i cant remember any of them atm :(
 
then it could be that you have your bios set up incorrectly. (im assuming it is plugged in correctly, but try a different sata port/cable and power cable). You havent accidently got RAID or AHCI enabled on the sata port/s your using have you?
