My proposal for a watercooling system just need some help in deciding

You haven't bothered telling us what the components are. Nor have you told us what you're trying to achieve. So how can we possibly comment?

What cards, what processor, what board. Why is the 3rd gfx card on air but the southbridge under water. 10W or 18W laings. Which radiators, which fans, push/pull or shrouds.

Your loop order doesn't matter. At all. Reservoir before pump, then minimise tubing length.
