My USB ports not working properly?

Hello, I wasn't sure whether to post this to 'networking' as it entails USB wireless adapter troubles, but seeing as the root of the problem seems to be with my actual USB ports I think it fits here. I'll explain why I suspect they're not functioning properly:

Trying to get my recently-built computer wireless internet has been troublesome. I tried an old USB adapter, but found that it kept cutting out, losing signal strength, suffering lag spikes, etc.

Thinking the adapter was the problem, I've recently bought a new one... but it's suffering the same problems. If I open command line and type "ping -t 192.168.1.1", it'll return results of 2ms or so frequently interrupted by lag spikes of up to 150+. (To compare, my laptop wireless gives constant 2ms with occasional spikes to 9 or 10).

I then tried the adapter in my laptop's USB port, and it works perfectly in there. This makes me think that the USB ports on my main PC are somewhat faulty... Both the machines run Windows 7 64 bit, so I don't think it'd be a driver issue.

Would anyone have any ideas what could be causing the problem? My motherboard is a GA-Z68AP-D3, if it helps. Any thoughts would be muchly appreciated!
